The legislation will permanently ban anyone born on or after 1 January 2009 from buying cigarettes and gives ministers new powers to regulate tobacco, vaping and nicotine products, including flavours and packaging. New restrictions will ban vaping in cars carrying children, playgrounds and outside schools and hospitals. Described by ministers as the biggest public health intervention in a generation, the bill aims to prevent smoking‑related harm, cut health inequalities and reduce pressure on the NHS—while highlighting the need for robust, accessible smoking cessation support.
