What Good Looks Like

Improving Public Health Practice | 31 January 2025

In 2019, the Association of Directors of Public Health (ADPH) and Public Health England (PHE) co-produced a series of ‘What Good Looks Like’ (WGLL) publications to outline the guiding principles of high-quality population health programmes in local systems. These are based on evidence of ‘what works and how it works’, including effectiveness, efficiency, equity, best practices, expert viewpoints, and where available, return on investment. They serve as practical resources for public health leaders and practitioners in England.

We are currently reviewing and refreshing the WGLL series to ensure they remain relevant and evidence based. This includes updating existing publications and introducing new ones as insights and best practice evolves. Since PHE’s transition, we have been working with the UK Health Security Agency (UKHSA) and the Office for Health Improvement and Disparities (OHID) to carry out this process. The refreshed series will continue to be a dynamic repository of good practice, supporting professionals in peer review, service transformation, and continuous improvement.

The WGLL publications are not performance management tools or fixed standards but are intended to support sector-led improvement (SLI) and inform local decision-making. Some ADPH networks have developed specific SLI tools based on them, and we encourage others to explore this approach.
